Otis Wollan

Placer County Water Agency Director, District 5

To My Constituents,

The November election for the local PCWA Board is very important for the future of Placer County. Over the next four-year term, fundamental decisions will be made about the long-awaited revenues from PCWA's Middle Fork power system. In addition, PCWA faces big challenges:

  • Completing water rights renewal
  • Hydroelectric re-licensing
  • Rebuilding aging infrastructure
  • Maintaining stability in hard economic times

I hope you will take the time to introduce yourself to the issues, and to your ballot choices.

In my past years of service, PCWA has gained regional and statewide recognition and awards for its leadership in management and governance. Major construction projects are now replacing the aging pipes and treatment plants, assuring constancy of service within budget. Groundwater management plans and new systems have brought new water sources to water-short areas of Placer County. PCWA Bond ratings actually improved to AA despite the recent collapse of the bond market, showing that the market views our water agency as strong and a good investment. PCWA stayed stable through development's boom and bust cycle and spiraling inflation in construction and energy costs. I am proud of these accomplishments for the betterment of our community, and commit to continuing this solid record.

My profession in the private sector as a dispute mediator has brought useful skills to my PCWA Board tenure. I bring experience, consistency, and demonstrated dedication and integrity to this position. It will be an honor to serve the public for this next four-year term. Take a look at my background, the overview of issues, what the media is saying, and feel free to ask me a question.
